Unless I missed the release of Win8 for Bootcamp, it's not supported yet. Did you erase your OSX? How are you booting through Bootcamp?? Try a restart holding "Command + R" from there you could make a bootable USB thumbdrive.

How is whether or not win8 is 'supported' relevant? I could be upgrading from winXP to Win7, the problem is the same. I can edit my question and remove 'win8' from it if this troubles you that win98 is not supported. But it still doesnt change the question. And I run win8 on two other macs. It may be unsupported but it works great.
I changed the drive out on this mini a long time ago, and just installed win7 directly. So no OSX (as I said). At that time, I was able to download bootcamp drivers from Apple directly- now it seems you need bootcamp assistant to get the latest drivers.
Will Command + R allow me to download the bootcamp drivers (for win7 for example) for my hardware? As I understand it that will allow me to use the OSX recovery tools- but as I said, I dont have OSX on this machine.
So this response doesnt really help me with my question.

You can only download the Windows drivers in OS X, so you have to install OS X and open Boot Camp Assistant to download drivers. Then, install them on Windows. You can install Windows 8 if you want, and upgrade Windows on a Mac, but you have to use a special utility that Apple launches with every new Windows; for example, to upgrade from Windows Vista to 7, you have to use the Windows 7 utility > http://support.apple.com/kb/DL977
However, Boot Camp doesn't support Windows 8 because Apple hasn't launched updated drivers, so wait until Apple launches them

Are the drivers that bootcamp assistant downloads specific to the hardware that OSX is running on? Like I said I have 2 other machines using OSX so could run bootcamp assistant from there- but neither one of them is a mini.
And why do you want me to wait until bootcamp supports windows 8- Im already running windows 8 on both of these other machines. Again, it may not be officially supported, but it works just great. The win7 drivers have worked without a problem. But I just need to get the bootcamp drivers for the mini.
I dont want OSX on the mini- it is my HTPC, and it runs software that windows supports but dont exist for OSX (like AnyDVD for example). It seems like I will have to install osx, download bootcamp drivers, and wipe the partition and install win8 clean. Even though its unsupported.

So I found it. There was a site that allows you to download the bootcamp files from Windows, and use 7-zip to open the pkg file to get to the drivers inside. No need to install OSX after all

When RRFS said Bootcamp doesn't support Win8 yet is that
the drivers for the Apple specific hardware may not be Win8 friendly
If I were you, check out any install pitfalls that people are running into
