Having problems with alternate languages

I'm running OS X 10.8.2 on iMac.

Recently I had problems because I used deleted a bunch of languages and the computer would not start.  I fixed it, re-installed Mountain Lion but some applications are still showing undesirable languages.  For instance menus are now showing in Spanish.  Some other apps even open interface in some kind of chinese characteres.  Do you guys have any idea that could possibly help me fixing the problem?
