I have this problem as well, except I'm still running 10.7.5 on this laptop here.
I've done further analysis on the issue, and its not just a simple matter of a black border. It's something more bizzare:
Imagine a laser line coming down from the top of the page... if the first bit of ink (ie, non white) it runs into is black, then all the black the line is touching, plus all the black connected to that, is not printed.
Ie, if the border was dotted, then only the top border around the image is removed... if there was, say, a tiny green square at the top left of the page, above the black border, then the entire border is printed as expected. Yes, it's that bizzare.
If the border was added as a vector, then generally the entire border is gone. If it was part of the raster image, then some or most of the border will be removed... starts to get a little non-deterministic at that point.
What is odd, though, is the gentleman I bought the printer from had no such problems, and he's been upgrading from 10.5 through 10.8. So... there's something else, weird, going on.
And, yes, I just tried resetting my print subsystem... no luck... problem still persists.
