Seeing the same here. Oddly, I can mirror just fine from my MacBook Air (2011), but when I try it from the main user account on my Mac Mini (2011), I get something like the image above. It cycles through a few different scrambled screens every 5 seconds or so. Not sure what to make of it.
When I try it through a secondary account, however, it works just fine.

Do you have the Mac mini plugged into anything with hdmi cable or stand alone? This happened to me and all I did was plug hdmi cable to a monitor and it cleared up.

Seems to have nothing to do with how/whether a monitor is physically connected to the Mac. I'm having the same problem, whether connected to my monitor via a Thunderbolt >> DVI adapter or an HDMI >> DVI connector.
Once you mirror from one account, you can't switch accounts and mirror from another account -- even if you turn mirroring off from the first account before switching.

I only have one active account in my mini but when I turn on AirPlay mirroring I get the same as shown above. I have tried every possible screen resolution. My tv is 720p/1080i and supports all VGA resolitions. I have tried every screen size option in apple tv as well. I can AirPlay from my iPad and iPhone perfectly but AirPlay mirror from the mini renders the scrambled images.
I wonder if AirPlay mirroring only works on native 1080p televisions.

Same issue here. Airplay was working fine from my admin account, but appeared scrambled when I switched users (the admin was still had an active session) and tried from their account.

i get this flickering from both my machines:
Mini is wired into Linksys Router and Netgear switch
MBP wireless to same router
ATV2 is hard wired into router
both my OSX devices display flickering. IOS devices are all fine.
Any one any idea at all?
i dont have any other accounts on both machines except the admin user account i use for myself

Having the same problem here. Airplay mirroring does not work for a second account unless you completely logout of the first account... Hopefully someone at Apple is reading this and will issue a bugfix.

Having the same problem here. Just hooked up my new Apple TV. It works great with my iPad, and sends music over from my iPod just fine. When I try to use my MacBook Pro I get the same image as above. Sound goes through, but no images. Well not the images I would like to see, I get the scramble colors. Hopefully someone from Apple responses. Will probably call Apple Care tomorrow.

i'm worried they will suggest a reinstall, which is a bit time consuming and a pain.

Um a bit embarrassed, but AppleCare had me unplug the AppleTV and reset my laptop. It works perfectly.

unplug apple tv? from network? power? TV its connected to?
and by reset the laptop, turn off and on? or some other reset?
