Load bonjour for windows.. or airport utility for windows..

In windows explorer type \\TCIPaddress or \\TCname

Replacing those with the actual IP or actual name.. (a name without spaces and special characters is likely to work.. and a name with spaces and apostrophes and other Apple horror show specials is likely not to work).

In the file sharing area of the TC turn on the guest account to full access.

Make sure you have the right workgroup, ie WORKGROUP is 99% of cases.

If it doesn't show up, make sure file sharing is turned on in the PC and you are set to home, not work or public.

If you still have issues turn off all firewalls.

See if you can ping the TC ip address.
