In addition, I am really worried that I may have deleted files that I wasn't supposed to, and that I won't be able to get back. So some reassurance on that would also be helpful...

I deleted the following folders / files:
Library/Audio/Apple Loops Index
As well as any GarageBand project files in my Music folder.
Please also note that the "Apple Loops" and "Apple Loops Index" folders were empty / or contained empty folders.
I then proceeded to re-install GarageBand from my "Purchased" section on my App Store. This, while successful on many other's MacBooks from the Apple Discussions, failed to fix the problem on my MacBook Pro.
deleting the above mentioned files only makes sense, if you also delete the GarageBand application from your Applications folder. Otherwise The reinstall will do nothing.
And you should remove the user preferences "com.apple.garageband.plist" from the "preferences" folder in your user library.
But I am worried that you deleted your GarageBand projects from your Music folder. I hope you have a backup of your projects. Reinstalling GarageBand will not recreate your own projects.
Are you using Mac OS X Lion or later? Then your user library is hidden. You open it best from the Finder's "Go" menu, from the main menu bar:
Go > Go to folder then hold down the alt/option key until the library appears in the drop down menu. Select it to open.
