Why does anything stop working?
Have you tried basics from the manual?
restart, reset, restore

The only thing I tried was to power off the phn and restart it. Will I lose saved data if I do a reset or restore? I am not sure how to do either.

On my iPhone 4s I have to hold down the home key and double click the (on/off) button at the top of the iPhone.
The phone then makes a sound and my screen goes black, I then unlock the phone and the photo can be found in 'photos'.
Took me a little while to work it out as it seems the 'how to' was missing a step. Hope this helps.

As Kaka said, holding the home button and double-clicking the power button usually works. It "resets" the device, without losing any data. (It is much like taking the battery out of a phone and putting it back in.)

I tried holding home down and double clicking the on/off button but it still didn't work. Is there anything else I can try?

The next thing I would try would be setting up an appointment at your local Apple retail store.
