Lion Server shell restricting access

I would like to create a "no login" user to run processes such as nginx that do not have a login shell.  I'm familiar with the linux environment and using the useradd utility, but have not discovered how to accomblish this under Lion Server.  I noticed there is a /etc/passwd file with daemon users, but I'm not sure how to add my own.

    Next time around there are two ways to restrict shell/SSH access. In Workgroup Manager…
