The latest Safari does not seem to have an option to Empty Cache.
Or is it hidden somewhere?
It's still there, sort of.
1. It's combined with "Clear History" now.
2. In your Safari preferences, go over to "Advanced" and click on "Show Develop Menu."
It's in the Develop menu now, as well.

I got used to it, but I don't like it at all.
I have the same problem. I now have Develop menu showing but when I click on cache nothing appears to say it has cleared. Zilch.
I know. It's cleared though.
Not in my experience...
Go to your home folder's Library - com.apple.safari - cache.db
Note the file size. Then clear your Safari cache and recheck the file. It is untouched.
I know that now. Very upsetting, IMHO.
