The situation you are probably in is that your Mini wants a newer operating system and iTunes than your older computer can handle. It is quite common for mac apps and programs to have a limited 'backwards compatibility' where new programs and devices will cease compatibility with older devices and programs and operating systems.

Your choice will probably be to upgrade your computer or use only iCloud to sync your mini.

iTunes 10.7 requires Mac OSX 10.6.8 (Snow Leopard) or later. What OSX version are you running? If it is lower that 10.6.8 you'll have to update your system software first. snow Leopard requires an intel Mac and its available on the Apple Store online.

Same answer can be given for a PC except that I'm not familiar with the system requirements there.

I had vista on my older laptop, can't recall if I upgraded to iTunes 11 before or after I got a new laptop. Generally speaking, PC's have a larger backwards compatibility range than macs. My 4+ year old laptop was able to keep up with iTunes.
