I was able to get around this error, after I realized the birthday year was making the user I was helping less than 18 years old. It is a requirement to be at least 18, at least in the account. appleid.apple.com
Also for iMessage and FaceTime Activation errors, make sure you walk through the iTunes store sign up, on the IOS device. Once signed up you can change the itunes store logon back to another logon.
Settings -> iTunes & App Stores

I just had the same error message. Tried to change cards, update my existing card, and as a last ditch effort tried switching from the 4G connection I had to the wifi at my workplace. Suddenly, with wifi connection, it worked.
No clue if that will help anyone, but it solved my problem.

You can contact iTunes support via this page and ask them why the message is appearing : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then try selecting Purchases, Billing & Redemption
