If you switch to the song view, the scrolling speed makes sense but I can hardly use it because of the lack of artwork.

I have the same problem. It drives me crazy. There is no continuity of scrolling speeds throughout OS X... Mountain Lion. MOST windows scroll at a normal speed, but iTunes scrolls much slower than the rest of the OS. I have found one solution that works fairly well. I went into the System Properties, then Mouse settings to change the Scrolling Speed to Fast. This helped a lot for iTunes and made it more bearable, but now everything else scrolls really fast and iTunes just scrolls normal...barely.

When you start scrolling the vertical scrollbar appears at the right. You can drag the gray indicator down for very quick scroll speeds

It works fine on a laptop trackpad but not any mouse I use.

Works just the same for me whether I use the Trackpad or Mouse. Makes me wonder if there is someting that needs adjusting in your System Preferences, Mouse
I have the tracpad set about 4 notches in on the speed. The mouse is set at about 6 notches.
