A minor may not create his own Apple ID. This is a consequence of US laws intended to protect the privacy of minor children - not even their names may be collected.
Set up an account for yourself on his behalf. If you wish, you may also create an "allowance" for him to use for iTunes and App Store purchases.

With a separate Apple ID, he will not be able to see your Internet activity.
Also, create an account on the computer used to sync his iPad. This is an easy way to ensure their content remains separate. User accounts on a Mac may be configured with a variety of parental controls.
