Start here, and reset your security questions, you will receive an email to your rescue address, use the link in the email and reset your security questions.

If that doesn't help or you don't have a rescue address, you might try contacting Apple through iTunes Store Support

I don't believe there is telephone support in your country.

    Contacting Apple Support

You may find the following works as a temporary solution.

    • Sign into your iTunes account settings
    • In the 'Payment Information' section add a credit/debit card then select 'done'.
    • Sign out and back into iTunes
    • You should be asked to verify your security code for the credit/debit card.
    • You can then remove the card by going back in to edit the payment info and selecting 'none' and then 'Done'.
    • You should now be able to use the iTunes Store.
