My account does not open on my iPad

Hi, my account does not open on my iPad and PC, it's asking me to set up iCloud, what could be the issue annd what should i do as i cannot access all my icloud mails. Need a reply urgently?

iPad (3rd gen) Wi-Fi + Cellular, iOS 6.0.1
