The itunes Store Support can't personally assist us but their Account Security Team can.
I was referred to the link below(I live in the U.S.):- after clicking the link, I was directed to follow the instructions below.

Note: any concerns regarding security questions also fall under the category "Lost or Forgotten Apple ID Password"
Select your Country
Choose Continue
From there, you'll be given the options to Talk to Apple Support Now or Call Apple Support Later, please choose the option that works best for you. If the hold time is long, you might only have the option to talk with them later.
If you are advised that the Account Security Team is currently unavailable, you can first contact Apple Store Support who will then attempt to transfer you directly to the Account Security Team.
Another option for you is to contact them via this number(If you live in the US):
1-800-275-2273
If not, you can find the appropriate number in the article that follows:
Contacting Apple for support and service
http://support.apple.com/kb/HE57
When you call, ask to speak to the Account Security team.

After speaking with an account Security advisor, I was able to access my account again through my ios device.
You might want to try the instructions above. It worked perfectly for me.

Yes, stolen iPads is a big problem. When people complain that they have "forgotten" security questions - what's your mother's maiden name, what is your hometown, on which street did you grow up - you become suspicious that the device has been stolen. Why should Apple make it easier to make use of stolen property?
