Whether any cellphone has a feature that allows it to be controlled by a computer to make or answer calls I don't know, but I do know that you cannot do this with an iPhone. The only alternative I can think of would be to use a third-party service such as Google Voice as your primary phone service so that it can be answered from multiple devices.

You can use FaceTime, I'd the FaceTime call comes in on your phone, it will come up on the computer. This is the solution to answering calls on the Mac. But it doesn't allow you to take calls on the Mac like you can on a phone. (Voice calls)
