Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.

Thanks for the advise. Tried that and it failed. Called ATT and they reported that there is a software issue with the "do not disturb" function. Turned it off and the problem was solved. Apple expects to have the fix completed by the end of next week.
