Yes. Though with iPhone 4S on ios 6.
I've done a full restore (which resolved a similar proble with no music in itunes match) but Purchased is still just a loading wheel - followed by a crash after 20 - 30 seconds.
It works without problem on my iPad - so it IS available locally in my area.

I have the following in our household:
iPad (original) with iOS 5
iPad 2 with iOS 6
iPad Mini with iOS 6
The original iPad connects to the Purchased section of the App Store. The 2 iPads with iOS 6 both will not load the Purchased section of the App Store. Before the update to iOS 6 on the iPad2, it connected to the Purchased section with no problem.
There is a problem with the Purchased section on the App Store with iOS 6. It is not a server load issue.

This is a known issue that engineering has not fixed yet. It happens when you have too many items in your purchased list. The only work around at this time is to hide most of them.

Well, I could see how that could become a problem except that my iPad (original model) does list the purchased items. It hasn't dumped me back to the main screen at all.
It has iOS 5. The iPad 2 only started doing it after the update to iOS 6.
