it is a bug - for now drag your photos from mail to the iPhoto icon in the dock or save then to the desktop and import from there

I assume someone from Apple who can do something about this listens in on this "chat"? After several months of on-the-fence cogitation I just dropped $20 to upgrade from Lion to Mt Lion. Imagine my extreme disappointment when right out of the chute I can no longer execute one of my most freqent "actions"; dumping email picture attachments directly into iPhoto. Now I have to use a stinking work-around!! Thanks a lot Apple!! NOT!
