Why are some attachments separate attachments and others are "imbedded" in message? I don't know how to designate one way or another.

Some simple attachments — e.g., text files, JPEGs, one-page PDFs — are displayed in Mail by showing a preview. Otherwise, Mail shows an icon. This has no effect on what your correspondents see. That is determined by their email program, not yours.
