A Wi-Fi only iPad will wortk everywhere. The only issue will be the charging. You may need to buy a power plug adapter to be able to plug it into the wall.

A Wi-fi + Cellular iPad may have issues connecting to a cellular network. You'll have to referr to your cellular provider to make sure the Cellular bands available therer are compatible with the iPad.

Other than that the iPad should work fine.
