You can not passcode lock individual apps unless the developer coded that into the app. none of the built in apps have individual passcode locks. You can lock the entire phone. If that doesn't work for you, I'm sorry. That's the way it is.

AFAIK, Passbook doesn't have a lock. It's a great idea though. You should send that idea to Apple.
If you are concerned about it, I suggest you simply de-couple your Starbucks card from Passbook and use the (lockable) Starbucks App instead.

If you don't passcode lock the phone anyone who finds your phone can steal your contacts, impersonate you via email, facebook, twitter, etc, have access to all of your app data, disable Find my iPhone, make 10 hour calls to China, etc. You may want to reconsider your decision.

If you do have a passcode set, you can control whether passes on the lock screen are available with or without entering the passcode using the switch at:
Settings > General > Passcode Lock > Allow Access When Locked: Passbook.
