I would think not as the only I/O port is the ethernet port and if it wont boot how will it be seen on the LAN?
Have u and old dvd drive lying around: I use an LG one with its own power source and the USB connection

If you connect the two Minis via ethernet, enable file sharing on both, then insert a cd into the drive of the older one, the newer one can mount that CD on it's own desktop. Is that what you want to do?
I can do that, and have done it with an old Mini and a new Macbook - I have a wireless LAN.
