Hotmail exchange active sync is not working for everyone right now. It is a microsoft problem. To see if you are affected visit the microsoft status page while logged in (if you are not logged in it says everything is fine):
When I check it it says:
Problem Hotmail is working for all web users and POP-based accounts. Some mobile device users relying on EAS (Active Sync) may see problems accessing their email, calendar and contacts. We are working to restore their access. Jan 08 1:18 PM Updates Fixing the problem is taking longer than we hoped. We'll provide an update by Jan 11 12:00 PM. I am aware of the difference between POP and IMAP. However that is completely beside the point when it comes to using the EAS option. You must not actually use iOS devices, since you don't mess with settings such POP or IMAP on iOS 6. The last time I did have to specify POP or IMAP settings was on a PC. [To be clear, I have a laptop running Windows and like to use Windows besides my iPad and iPhone]

Hotmail is POP. Do not set it as IMAP. Pop and imap are tiotally different animals.
Wrong, and has nothing to do with the OP's question. Hotmail gives you a choice of POP or Exchange ActiveSync (EAS). There is a server side problem with EAS right now that Microsoft is working on.
