For what purpose are you trying to connect these devices via Bluetooth?
iOS devices support a limited subset of all the available Bluetooth profiles. See: http://support.apple.com/kb/ht3647
iOS to Mac connections are only possible for Internet Tethering (Personal Hotspot).
iOS to iOS connections are only available in specific peer-to-peer apps, such as multiplayer games or photo sharing apps.
If you are trying to connect them for any other purpose, it won't work.

File transfer over Bluetooth is not supported by iOS, so you cannot do this directly as part of the operating system.
However, there are a number of third-party apps in the AppStore that offer this functionality. Download one and then follow the instructions for use. The photo sharing app will need to be installed and active on both devices at the same time, and then you initiate the Bluetooth connection inside the app to start the transfer.
Search the AppStore for "Bluetooth file share" or "Bluetooth photo share" for a variety of options.
