I was never able to find out whether the Iphone 4s is able to navigate via satellite, does anyone know? I mean that no internet or cellular data is needed for navigating

yes it uses satellite GPS for navigation. It can use wifi and cellular for more accurate location but yes it does use satellites.

And if you want to use GPS only, note that you'll need  navigation apps like Navigon or Tom Tom that let you load the maps onto your device before you disconnect from Wi-Fi or 3G, otherwise you'll have GPS but no map to place yourself onto.

Does anyone know if the app Garmin U.S.A includes the maps and no internet connection is needed?

From the app details "Maps for the US (lower 49) installed on your device, so wireless coverage is not required to navigate."  So yes, you can navigate without a connection, but you will need 3G (or Wi-Fi) for the other features like Google Local Search, etc.  The POI database probably does not need a connection (Navigon, which is owned by Garmin, does not need a connection for points of interest).
