should i 'erase all contents and settings' or 'restore'?

Hello. Having trouble removing 2.5GB of other on my daughter's iPhone 4/8GB/iOS 6.0.1. We tried to restore from backup but after getting the popup about iPhone will restart when done we waited over an hour and nothing happened. We then just turned on the phone and it was like nothing was ever done. So I guess at this point something more drastic needs to be done. Should i erase all content and settings and load her icloud-backed up contacts, or restore as new and load the contacts from icloud? In either case, once the procedure is done should we restore from yesterday's back up or start over? I don't want to mess this up. Thanks for any expert advice.
