- Are you attempting to charge from the USB port of a computer? Odds are there isn't enough power to properly charge. Not at all unusual. Plug it into a wall socket using the charging block.
- Try a reset: Simultaneously hold down the Home and On buttons until the iPad shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the iPad back on using the On button. In some cases it also helps to double click the Home button and close all apps from the tray before doing the reset.
- It is also possible what you are seeing is an issue with the meter, not the battery or the charge system. It helps to run teh iPad down to near zero once a month or so to help calibrate the metter.However, with a new iPad, this is not likely the issue.

. I have used the issued wall socket to charge it.

As stated, on a brand new iPad, I wouldn't expect the meter calibration to be off yet (and to be honest, I seldom follow this advice myself and have never seen an issue with it.
Only thing I can recommend is to go through a couple of use/charge cycles to see if it improves. If not, there may be a hardware issue and you should see about getting it replaced or serviced (depending on how long you have had it).

I took my IPad to Apple Store in Bluewater Shopping Centre. It was a problem with 8pin USB cable. They changed the cable and it is now working. Therefore, sometime there is a possiblity of a fault on USB cable too.
