I have been told that you can link Apple products wirelessly via homesharing in the Itunes.
I was told I need to download another program in addition to Itunes (which I have), so that one can link eg: a DELL computer with WINDOW7 on it to an IPAD via WIFI (with out physically connecting them).
I know I can sync the IPAD to the Itunes should I connect the devices with the cable.

There is no "linking".
iDevices can be synced by physically plugging in the sync cable or if running iOS5 or higher via Wi-Fi to iTunes.
iPhone/iPads/iPod Touches can also remotely control the iTunes app on the computer by using the Remote app available in the iTunes store.
If this still does not answer your question, inquire with whomever told you they could be "linked" and find out what they are really talking about. Either they will clarify or you will quickly determine they are off their meds.

as diesel said you do not need any other software.
The other scenario is playing your itunes computer library on your iPad without syncing. You need to create Home Sharing within iTunes to do this
Then you can play music videos etc that are on your computer on the iPad if you are on the same wifi network.
Was the person who told you you needed another bit of software trying to sell you something?
