Anything included in an email message that is not text must be sent as an attachment. That is required to be compatible with email protocols. Some email programs, such as Mail, will display a JPEG as a preview in the message. But it is still an attachment. Other email programs do not do that. There is nothing you can do about that unless you can dictate what email software your correspondents use.
