I successfully saved a login and password for a webpage, then discovered that I typed the wrong login.  I went to Safari preferences and deleted it.  I went back to the webpage, but it didn't ask me again to save it.  I checked my utilities keychain and it isn't there either.  This webpage requires a phone number as a login instead of a userid.  Is that why it won't save it now?

Some websites do not allow login forms to have their passwords saved (bank websites, for instance). If the website allows a username and/or password to be saved Safari will offer to save it for you.

So, yes, it is most likely the website changes that are preventing the username and password from being saved.
