In settings, general, about, Name - just be sure it has a unique and different name then the iPhone 4S
Plug it into iTunes, where is will be seen as a new, unique device, then pick and choose which apps, and which music, books, audiobooks and photo's you want on that specific device, and sync.
You can sync as many different devices as you want in iTunes and each can have its own custom sync options set. Each device just needs a unique device name.

if they are then connect your iphone to the computer using a usb cable
start up itunes on the computer navigate to the iphone inside itunes on the computer
when you are at it's content panel you click the photos tab and set it to sync what you will
if you want to empty the camera roll not 100% if thats a back of the backup
start iphoto and delete the stuff you have importet or import and delete it
Okay, I guess what I want to know is if I set up my phone as a new phone in iTunes, can I get all of my pictures from iPhoto into that new phone? Note, I do not wish to restore any backups of my old phone onto my new one.

Yes, as long as the photo's are in your iPhoto library, you can just select which (or all) of your photo's to sync to the new phone. Photo's in your iPhoto library are not tied to any particular device.
