you need to get the incoming and outgoing mail server settings from your company, then you go to settings > mail, contacts, calendars > add account > add mail account and put them in there
I don't think I have shared enough information with you.
My new employer has given me a web address that enables me to link into my new email account. It is webmail.ckb.wa.gov.au. That is OK if I want to have a look at my emails, but I was hoping there was a way of opening a new account that would enable me to seamlessly receive & send emails using any of my divices (iPhone 4S, iPad, Mac Book Pro, iMac) via our wonderful Mac equipment.
Now having this informaton do i still need to talk to our IT guy and get your rcommended info, or is there something I can do simply from home?

The only people that can tell you are the people that own the mail server...your company. Ask if they provide POP or IMAP access. If they do, ask for the settings. There isn't a way, on your phone, to guess.
