They are copies of your previously purchased items in the cloud. and yes you can re download them.
If you want to clean up your itunes then you can turn the display off by
Preferences, Store Untick Show iTunes in the Cloud Purchases

That makes sense and that's what I thought at first glance but when I looked at the tracks I didn't recognize them. I really don't think I ever bought or downloaded them. And why would so few of my tracks be in the cloud?
And what does this message mean:
"Adding icloud items to your playlist will download a copy to your computer?" If I'd downloaded them previously why wouldn't they still be on my computer

They may well be. That is why you turn off show Itunes purchases in the cloud so when making playlists you use local copies.
Do you use iTunes Match? this will give non drm higher quality songs in the cloud. Maybe that is what you are seeing
