It may not be how large the file appears to be, but how much memory it expands to in your device to properly image in IOS Pages. Secondly, IOS Pages is not identical in supported functionality to the Mac OS X Pages, and will attempt to convert Mac OS X Pages documents correspondingly, to what it supports.
If your IOS document use is read-only, then you might consider exporting it as a PDF and installing the free Adobe PDF reader for IOS. On the otherhand, if you require editing the document on IOS, then we need to better understand the structure of that 800K document in relation to what may be blocking IOS Pages access.
