Apache is designed to avoid allowing random remote folks from wandering around in random locations within your file system. Put another way, yes, you want to locate the icons where Apache is permitted to access them. With OS X, there's a helpful file system alias provided from the Icons folkder over to the /usr/share/httpd/icons/ folder that you're looking at.
