In the end, it's up to the app's developer to add or not those features. And also why there is a ratings and review system for each submission to the App Store. If you think an app should include support for some specific iOS technology (such as Voiceover), let the developer know.
And of course, there's another filter. Apple wants all iPhone apps to have a uniform operations look and feel. So they publish a guide to iOS Human Interface Guidelines, and expect developers to follow. They give some leeway, but if an app grossly violates them, it does not make it into the store.
