Is your device still under warranty? If so, barring any obvious signs of 'abuse or neglect' I'd think something like that should be covered
If it's not under warranty, the out of warranty repair is a 249 fee to exchange your iPad for a refurbished one.

You mentioned you reset everything. Is this how you reset your iPad? . Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.

My device is out of warranty, and there has been no abuse, so it looks like it will cost $249.00

I did try that method as well, which did not land me any success.
