HT1808 Iphone 3G - problem restoring

iPhone has been giving trouble or some time since the battery started to fail and I've not been able to use it.  Have replaced it with a new phone (not iphone) but I need to retrieve contacts.  Plugged into itunes via compute for first time.  I have followed all the instructions to restore iphone 3G via itunes including updating the software before it would do anything.  Downloaded the new software the phone and AppleMac went through all the checks- re-checks of software and firmware and then it said to give it a couple of minutes to re-start and then the following message come up on itunes screen "We're sorry, we are unable to continue with your activation at this time.  Please try again later or contact Customer Services.."  Have tried 5 or 6 times since, plugged phone into the computer and keep getting the same message - what's going on??  Can anyone help??  Have I lost all the info now??

    Did you put an active SIM card in the phone?  Your carrier won't reactivate without it.

     

    Also, you realize that when you restored the phone, you deleted all data including the contacts unless you also restored a backup that containted them. Right?
