Try Settings > General > Reset > Reset network settings as you planned to.
If this fails you can try a restore to factory.
It it all fails it's likely a hardware problem and you can take the iPhone to an Apple store for evaluation or contact Apple support.

Thanks. Those were pretty much exactly the steps I was thinking. Was hoping there might be something else to try. Will see how it goes.
