    On possibility:

Since Lion (10.7), applications will try to open up in the state they were in when last quit.  This is called the "resume" feature.  One way to tell an application not to do that is to press the shift key down when starting it up. So, what happens if you press shift while starting Safari up from the Dock?

Clear your screen, go to Safari, then the page you would like as your home page.

Go to Safari preferences > click on set to current page.   Quit Safari.   From this point it should always restart on the page you set as 'current page'.
