I have the exact same error. My only conclusion is that "Match" has limitations that Apple is NOT forthcoming with. I have been arm wrestling with iTunes match for about a month. At the end of the day my only workaround was to add about 100 files/songs at a time to a NEW library. Not my choice, but only way I was able to make it work. If anyone can shed light on this I would appreciate it as I am sure joseph would be as well. I have seen several threads on this and the fixes or suggestions are all just excuses to dumb down the expectations and limitations of iTunes Match. Shame on Apple for not addressing this to date... or at least just give the true recommended upload or file limitations. My vitals are..............
1. HARDWARE: New PC build WIN 7 PRO, i7, 12GB, 640GB HD Files stored locally...(not across network or usb external)
2. LIBRARY SIZE: 21GB or about 2900 files/songs.
3 BANDWIDTH: Verizon FIOS 35/35 clocks at speedtest.net 38-42 down / 18-27 up. Again shame on apple for not addressing this.... Have un and reinstalled iTunes totally wiped and restarted 3x...same result. Again only fix...100 files at a time. Would welcome any other thoughts, as GPLAY is looking more and more tempting. Sorry to say.

Sorry for the delay response. Yeah i think it's attrocious for Apple not releasing any bug fixes or any mention of unstablity with iTunes 11 and that they are working on it.
I have uninstall iTunes 11 and installed 10.7.
It works for now.
