It's becuase the pdf is in icloud.
I can still command enter from the finder search though, so I still consider this a bug.
I need to e-mail this pdf, not possible from preview. just imessge and airdrop. ********.

I have a similar problem, but not exactly the same: when hitting command+enter from spotlight, sometimes the enclosing folder happens, but more often then not, nothing happens! (i.e. document doesn't open, and enclosing folder doesn't open)
I haven't figured out any rhyme or reason to this yet, but the items I'm trying to do this with are not in iCloud.

Update: I did a reinstall of the OS (not wiping my files or apps or anything, just the OS) and it seemed to fix my problem. For others with this issue, you may want to try that and see if it helps.

I had a somewhat similar bug until I came across a fix for an Archive Utility issue. My issue was CMD+click on a spolight result would do nothing.
The Archive Utility fix also fixed the Spotligh issue for me.
The fix is to kill a porcess called appleventsd in Activity Monitor. I'm not sure if the fix will survive a reboot.

Command-R will reveal a file from a spotlight results list. Command-Return seems not to work anymore in 10.8.2
