If you mean backed up in your iCloud backup, you can delete the backup by turning off iCloud Backup in Settings>iCloud>Storage & Backup, then tap Manage Storage, swipe across your backup and tap Delete, then go back and turn iCloud Backup back on again.
If you mean data synced to your iCloud account like contacts and calendars, you can either delete if from your device or go to icloud.com on your computer and delete it there.

I don't understand. I want to access and look at all data in the icloud account and pick items to delete/move to trash. I delete many things from my iPad and iPhone but they are restored to my devices by icloud. I want to increase my storage space on icloud account (I already pay annually for extra space). I know there are many items I want removed permanently from. Devices and icloud storage. Connie

As mentioned above, you can access and delete any of your iCloud data on the iOS device that is signed into your account from the apps you are syncing (mail, contacts, calendars, notes, reminders, etc.). You can also delete any unneeded backups from Settings>iCloud>Storage & Backup>Manage Storage. You can also access and delete some of your iCloud data on icloud.com.
