The only way is to restore the phone using the last computer you synced with. If you never synced with any computer, you have to put the phone into recovery mode to restore without having to enter the passcode.

1. Start iTunes on your computer (be sure it's up to date).
2. Plug cable into USB port on the computer, not an external hub or keyboard port.
3. Connect cable to phone.
4. Press both home and power buttons until the Apple logo appears, then continue pressing the home button alone until iTunes detects the phone in recovery mode.
