Perhaps, but here is the problem. Said storage can contain valuable information for the customer of Apple. Since Apple is obligated to protect said info, It can only cancel storage upon validation of identity of said customer. Validation is done on the phone call, right at the time of the refund. Just my opinion, do what you wish or like.

iCloud have a UK link. But I have not been able to find a UK phone number
or e-mail address. Its probably hidden somewhere in the maze that is the Apple Help pages.
Still, its good to know that Apple can lose cases they take to Law.
I tried the Apple Store in the UK before but was put off by a complicated set of
menus. You encouraged me to try again. It can be done.
In the UK start by phoning 0800 048 0408.
Keep talking naturally, even though there is not the option you want.
Eventually you willl you get through to a real person.
