There is no "default" location to set. The app will show the the local weather determined by the phone's location services. Be sure location services are enabled in Settings:
Settings > General > Privacy > Location Services > ON, (scroll down) Weather > ON

Location services are on as is weather but it is not coming up with the correct location. There are closer locations I can add as new cities, but the local or "default" weather keeps putting in a farther location. Is this impossible to change? Are you stuck with what city your location services gives you or reads as your city, even if not totally correct?

My iPhone 5 with latest ios lets me delete all the weather cities and add new ones .
I have location services turned off on Weather .
What city are you trying to add ? Did you try to add by zipcode ?

First close the app > Double-click the Home button then tap and hold the weather app until it starts to wiggle and tap the that appears then press the Home button. Now go to Location Services as outlined by modular747 and turn service for weather off and then back on. Exit out and re-launch the weather app. Do the results change?

I just turned off location services for the weather app and now the first city I have as first on the list shows up. However, Siri doesn't tell me the weather of the first city, just my location that the app or location services initially selected as what they thought my location was.

That's how Siri is supposed to work unless you state a spefic location for the weather report.
