If your carrier won't unlock it, then no, you can't get it unlocked - only they could do it. Check whether they really do offer unlocking or not here: http://support.apple.com/kb/HT1937
If not, sell it to someone who wants to use it on your network, and use the proceeds towards an unlocked model.

My carrier is listed that they do not provide unlock. Could they still unlock if they wanted to?

any carrier can do it but some choose not to like your carrier.

They could do it, but for whatever reason they've decided not to offer that service. Unfortunately, as unfair as it is, there's nothing you can do to force them.
