This is likely a rookie question I'm sure.  I have bought some free apps from the app store.  Some of these are quite large b/c they contain offline maps...a few approach 1 GB.

My question is, can I delete these locally to free up space and then be able to download them later on down the road (either from iTunes on my laptop or via my iPad directly) without losing the app altogether?

You certainly can delete them off the computer, just be aware that if you choose to sync apps when connecting the device to the computer, any app not installed on the computer will be removed from the device.

    1.  Do I run the risk that an app I had previously downloaded for free becomes unavailable in the future?  Or are my purchases (even free ones) effectively 'frozen' in time?

If the app is still available in the App store, then you can redownload it at no charge.  This may change if the developer decides to start charging for the app.

    2.  Can I move the app off my PC to a flash drive, delete from iTunes and then move it back to iTunes manually in the future?  Or is the only way of getting apps into iTunes via the app store?

Yes, you can easily do this... This is the only way to keep an old version of an app for later install.

That should work, or simply drag the file into iTunes.
